The Office of the City Clerk publishes a free comprehensive guide to owning a dog in the city of Chicago; to access a PDF copy, click <a href=\"http:\/\/chicityclerk.com\/community-affairs\/dog-registration\">here.<\/a> For the safety, health and comfort of animals and humans alike, RNRA encourages full compliance with all applicable City and Park District rules.<\/p>\n<p>To help support maintenance and capital improvements in our dog parks, click <a href=\"https:\/\/rnrachicago.org\/dfa\/\">here.<\/a><\/p>\n<hr \/>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/rnrachicago.org\/wp-content\/uploads\/2014\/05\/dogdiagram2016_0476-e1503030641384.png\" alt=\"\" width=\"590\" height=\"780\" \/><\/p>\n<p>For details on Chicago&#8217;s Dog Friendly Areas, including locations, FAQs and participating veterinarians, please visit the Chicago Park District&#8217;s page by clicking <a href=\"http:\/\/www.chicagoparkdistrict.com\/facilities\/dog-friendly-areas\/#u63b217l2j\">here<\/a>.<\/p>\n<hr \/>\n<p><strong>Primary Ordinances<\/strong><\/p>\n<p><strong>7-12-030 Animals Shall be Restrained<\/strong><br \/>\nEach owner shall keep\u00a0and maintain his animal under restraint; provided, however, that this section\u00a0shall not apply to any dog being\u00a0used for rescue or law enforcement work. It\u00a0shall be unlawful for any owner to allow his or her animal to cross outside the\u00a0property line of\u00a0its owner to any extent, including reaching through, over or\u00a0under a fence, or to keep or allow his or her animal to be outdoors on an\u00a0unfenced portion of the owner&#8217;s property, unless the animal is leashed and\u00a0under the control of its owner or another responsible person;\u00a0provided that any\u00a0animal not secured by a leash or lead and that is outdoors on a fenced portion\u00a0of the owner&#8217;s property or outdoors on\u00a0the premises of another person with\u00a0consent of that person shall not be considered under restraint unless the fence\u00a0is of sufficient height\u00a0appropriate to the size of the animal to prevent the\u00a0animal from jumping or reaching over the fence. In addition, it shall be an\u00a0unlawful\u00a0failure to restrain for an animal to attack, bite, threaten, or jump\u00a0on any person without that person&#8217;s consent, outside the property of the\u00a0animal&#8217;s owner. The provisions of this section shall be a positive duty of the\u00a0owner and the offenses described herein shall be strict\u00a0liability offenses.<br \/>\nAny owner who violates any provision of this section\u00a0shall be subject to a fine of $300.00, if the violation does not result in\u00a0severe injury\u00a0or death to any person or damage to another person&#8217;s property.\u00a0If the violation\u00a0results in severe injury or death to any person, the owner\u00a0shall be subject to\u00a0a fine of not less than $1,000.00 and not more than $10,000.00. In addition to\u00a0a fine, the owner may be required to\u00a0submit full restitution to the victim or\u00a0may be incarcerated for a period not to exceed six months, or may be required\u00a0to perform up to 100\u00a0hours of community service, or any combination thereof. If\u00a0the violation results in damage to another person&#8217;s property, the owner shall\u00a0be subject to a fine of not less than $300.00 and not more than $1,000.00. In\u00a0addition to a fine, the owner may be required to submit full\u00a0restitution to the\u00a0victim.<\/p>\n<p><strong>7-12-140 License Required<\/strong><br \/>\n(a) It\u00a0is the duty of the owner of each dog four months of age or older to obtain from\u00a0the city a dog license for the privilege of owning\u00a0such dog, unless such dog\u00a0shall be temporarily within the possession of a veterinary hospital, pet shop,\u00a0animal care facility, or humane\u00a0society. The owner of each dog required to hold\u00a0a license hereunder shall, when the dog is on the public way, either: (i)\u00a0ensure the\u00a0license is visible and securely attached to a collar, harness or\u00a0similar device worn by the dog, or (ii) upon request by an authorized city\u00a0official, make available the license for inspection. The license fee for each\u00a0dog license shall be as set forth in Section 7-12-170.<br \/>\n(b) Upon\u00a0determining that an owner has violated subsection 7-12-140(a), an authorized\u00a0city official shall issue a notice of violation. The\u00a0notice required by this\u00a0subsection shall either be served by hand upon the person in possession of the\u00a0animal at the time the violation is\u00a0identified or sent by first class mail\u00a0addressed to the owner at the most recent address shown on county rabies\u00a0vaccination records.<br \/>\n(c)\u00a0The penalty for any violation of\u00a0subsection 7-12-140(a) shall be no less than $30.00 and no greater than\u00a0$200.00. Each day that a\u00a0violation continues shall be considered a separate\u00a0offense to which a separate fine shall apply.<br \/>\n(d) The\u00a0provisions of Article I of Chapter 2-14 of the code shall apply to this\u00a0section.<\/p>\n<p><strong>7-12-170 License Fees<\/strong><br \/>\n(a) A\u00a0dog license may be issued for either a one-year or three-year period as limited\u00a0by subsection (e) of this section. The fee shall be\u00a0paid at the time of\u00a0the issuance of the license and shall be as follows:<\/p>\n<ul>\n<li>Male or female animals, not\u00a0sterilized\n<ul>\n<li>One-Year Fee\u00a0&#8211; $50.00<\/li>\n<li>Three-Year Fee &#8211;\u00a0$150.00<\/li>\n<\/ul>\n<\/li>\n<li>Male or female animals,\u00a0sterilized\n<ul>\n<li>One-Year Fee\u00a0&#8211;\u00a0$5.00<\/li>\n<li>Three-Year Fee &#8211;\u00a0$15.00<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><b>except that owners 65 years of age or older shall be charged as follows:<\/b><\/p>\n<ul>\n<li>Male or female animals, not sterilized\n<ul>\n<li>One Year Fee &#8211; $5.00<\/li>\n<li>Three Year Fee &#8211; $15.00<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Male or female animals, sterilized\n<ul>\n<li>One Year Fee &#8211; $2.50<\/li>\n<li>Three Year Fee &#8211; $7.50<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>(b) \u00a0 The fee for a replacement license shall be one- half of the original fee, or $20.00, whichever is less.<br \/>\n(c) \u00a0 No fee shall be charged for:<br \/>\n(1) \u00a0 any service dog. For purposes of this subsection a &#8220;service dog&#8221; means a dog that is individually trained to do work or perform\u00a0tasks for the benefit of a person with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability; or<br \/>\n(2) \u00a0 any dog which is the property of any subdivision of local, state or federal government.<br \/>\n(d) \u00a0 Each dog license issued after July 1, 2008 shall expire at the end of the applicable one or three year period or on the expiration\u00a0date of the certificate of inoculation that is in effect at the time the dog license is issued, whichever is earlier.<br \/>\n<strong>7-12-420 Removal of Excrement<\/strong><br \/>\nNo\u00a0person shall appear with a pet upon the public ways or within public places or\u00a0upon the property of another, absent that person&#8217;s\u00a0consent, without some means\u00a0for the removal of excrement; nor shall any person fail to remove any excrement\u00a0deposited by such pet.\u00a0This section shall not apply to a blind person while\u00a0walking his or her guide dog.<br \/>\nAny person found to have been in\u00a0violation of this section shall be fined not less than $50.00 nor more than\u00a0$500.00 for each offense.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>RNRA is an enthusiastic supporter of responsible pet ownership and believes that pets make our neighborhood more welcoming, friendly and complete.
