{"id":7525,"date":"2017-10-24T00:41:50","date_gmt":"2017-10-24T00:41:50","guid":{"rendered":"https:\/\/rnrachicago.org\/?p=7525"},"modified":"2017-10-24T00:41:50","modified_gmt":"2017-10-24T00:41:50","slug":"alderman-reilly-wins-city-council-approval-of-river-north-tavern-license-moratorium","status":"publish","type":"post","link":"https:\/\/newsite.rnrachicago.org\/?p=7525","title":{"rendered":"Alderman Reilly Wins City Council Approval of  River North Tavern License Moratorium"},"content":{"rendered":"<p>Source: \u00a0Alderman Reilly Reports 10\/13\/17<\/p>\n<p>This week,\u00a0Alderman Reilly secured City Council approval for a series of ordinances\u00a0that create a &#8220;Tavern License Moratorium&#8221; across the vast majority of\u00a0the River North neighborhood. \u00a0The Moratorium only applies to tavern\u00a0licenses (bars and nightclubs) but does not prohibit the issuance of\u00a0&#8220;incidental licenses&#8221; required to open new restaurants.<\/p>\n<p>Alderman Reilly\u00a0sponsored the ordinances after discussions with the Chicago Police\u00a0Department and local neighborhood leaders regarding a significant\u00a0increase in quality-of-life complaints related to a number of liquor\u00a0establishments operating as taverns or nightclubs in River North.<\/p>\n<p>The Tavern\u00a0License Moratorium was carefully crafted by placing each moratorium on\u00a0only two blocks of frontage at a time. \u00a0As such, there are dozens of\u00a0these two-block moratorium zones that, together, blanket River North.\u00a0\u00a0The Alderman took this approach because, if a moratorium is lifted in\u00a0the future, it cannot be re-imposed for one full calendar year.<\/p>\n<p>Using the\u00a0two-block moratorium approach, the Alderman could lift the moratorium on\u00a0two blocks to accommodate a potential new proposal, without lifting the\u00a0moratorium for the entire neighborhood.<\/p>\n<p>Many people\u00a0assume aldermen determine who does, or does not, get liquor licenses. \u00a0This is not the case. \u00a0In fact, it is the City&#8217;s Liquor Commissioner who\u00a0makes those decisions. \u00a0Aldermen and police commanders have the\u00a0ability\u00a0to object to new liquor licenses, but ultimately the Commissioner\u00a0determines whether or not to issue them.<\/p>\n<p>In most cases,\u00a0prospective liquor applicants take the time to visit with the local\u00a0police commander and alderman to review their proposal and discuss\u00a0potential issues or concerns regarding their operations. \u00a0That said,\u00a0there is\u00a0a growing trend of applicants circumventing the Police\u00a0Commander and Alderman and simply filing applications with the city.<\/p>\n<p>By creating this\u00a0Tavern License Moratorium in River North, those interested in opening a\u00a0new tavern or nightclub in the neighborhood can no longer circumvent the\u00a0Police Commander and Alderman&#8217;s Office.<\/p>\n<p>Alderman Reilly\u00a0is a strong supporter of the Hospitality Industry in downtown Chicago,\u00a0but believes this initiative is a helpful and necessary safeguard for\u00a0residents in River North. \u00a0The Moratorium ensures greater transparency\u00a0\u00a0and allows the Police Department and Alderman to thoroughly review\u00a0tavern proposals before an application can be filed.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-7526 size-full\" src=\"https:\/\/rnrachicago.org\/wp-content\/uploads\/2017\/10\/RNmoratoriumMAP_000.jpg\" alt=\"\" width=\"620\" height=\"413\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: \u00a0Alderman Reilly Reports 10\/13\/17 This week,\u00a0Alderman Reilly secured City Council approval for a series of ordinances\u00a0that create a &#8220;Tavern License Moratorium&#8221; across the vast majority of\u00a0the River North neighborhood. \u00a0The Moratorium only applies to tavern\u00a0licenses (bars and nightclubs) but does not prohibit the issuance of\u00a0&#8220;incidental licenses&#8221; required to open new restaurants.
